Accreditation
CARES is accredited by recognised national accreditation
bodies, including:
- EIAC
– Emirates International Accreditation Centre
- HKAS –
Hong Kong Accreditation Service
- JASANZ -
Joint Accreditation System of Australia and New Zealand
- SAC
- Singapore Accreditation Council
- UKAS
– United Kingdom Accreditation Service
Each accreditation body operates under
government recognition arrangements within its jurisdiction and is responsible
for assessing CARES against the applicable accreditation standard.
This accreditation confirms that CARES’
certification activities are operated, where applicable, in accordance with the
requirements of ISO/IEC 17065 and ISO/IEC 17021‑1, and are
subject to regular independent oversight.
Accreditation certificates and schedules
are publicly available from the relevant accreditation bodies. These documents
define the standards, activities, and certification schemes covered by CARES’
accreditation.
Further information on national accreditation
bodies can be found on the official websites of EIAC, HKAS, JASANZ, SAC, and UKAS.
Why accreditation is important
CARES holds accreditation as a certification body. Accreditation
demonstrates that CARES operates to internationally recognised standards and
that its certification assessments and decisions are independent, impartial,
and technically robust.
For clients, specifiers, and the wider supply chain, this provides
confidence that CAREScertified products and companies have
been assessed by a certification body whose competence and governance are
independently verified.
Accreditation and certification - clarification
Accreditation: The process by which an authoritative national accreditation body
assesses a certification organisation against defined international standards.
It confirms that the organisation operates impartially, consistently, and with
appropriate technical competence.
For CARES, accreditation provides independent assurance that
certification decisions are robust, objective, and made in accordance with
established conformity assessment requirements.
Certification: Theassessment and approval activity carried out by
CARES for manufacturers, processors, and suppliers under defined certification
schemes.
What accreditation provides to CARES clients
- Certification
decisions are made impartially and independently
- Schemes
are operated in line with internationally recognised requirements
- Accreditation
bodies provide external oversight of CARES’ governance and competence
- CARES
certification is recognised and trusted by regulators, asset owners, and
major infrastructure clients
Accreditation standards
ISO/IEC 17065: Defines requirements for certification bodies certifying products,
processes, and services, including governance, competence, impartiality,
consistency of decision‑making, and management of conflicts of interest.
ISO/IEC 17021-1: Defines requirements for certification bodies certifying
management systems, including governance, competence, impartiality, consistency
of decision‑making, and management of conflicts of interest.
Compliance with these standards ensures that certification activities are carried out in a controlled, transparent, and internationally recognised manner.
Oversight and ongoing assessment
Accreditation is not a one‑time assessment. Accreditation bodies carry
out ongoing surveillance and periodic reassessment of CARES to verify continued
compliance with ISO/IEC 17065 and ISO/IEC 17021‑1.
These assessments include audits of management systems, certification
processes, governance controls, competence, and certification decision‑making
practices.
Impartiality and independence
Accreditation requires CARES to operate impartially and independently.
CARES maintains documented governance arrangements to manage risks to
impartiality and to ensure that certification decisions are free from
commercial, financial, or other undue influence.
Scope of accreditation
The scope of CARES accreditation defines the certification activities
and schemes that are covered by accreditation. Details of the accredited scope
are published by the relevant accreditation bodies and are subject to change
following assessment or scope extension.
